  • Hold a valid Hong Kong Special Administrative Region (HKSAR) passport or a British National (Overseas) passport (BNO).
  • Be physically present in Canada at the time of application and approval.

  • Intend to settle in any province or territory except Quebec.
  • Have graduated from a Canadian post-secondary institution within the last three years, completing at least 50% of the program in Canada.
  • Meet a minimum Canadian Language Benchmark (CLB) level of 5 in English or French.

Stream B: Canadian Work Experience

This stream is aimed at individuals who have gained skilled work experience in Canada. To be eligible, applicants must:

  • Hold a HKSAR or BNO passport.
  • Be physically present in Canada at the time of application and approval.
  • Have valid temporary resident status in Canada.
  • Intend to reside outside Quebec.
  • Have worked in Canada for at least 12 months full-time (or equivalent part-time) in the last three years.

Meet language proficiency requirements (CLB 5 or higher).

What documents are needed for the application process?

Applicants must prepare essential documents such as:

  • Proof of identity (passport copy).
  • Educational credentials (degree/diploma and transcripts for Stream A).
  • Work experience records (employment letters, T4 tax slips for Stream B).
  • Language test results (IELTS, CELPIP, TEF, or TCF).

Is there an open work permit available for Hong Kong Applicants?

Applicants awaiting PR approval may be eligible for a 3-year open work permit, allowing them to work for any employer in Canada. This provides financial security while awaiting PR processing.
